One treats what neighborhoods produce; the other treats what factories produce. Different pollutants, different chemistry, different failure modes — and one direction of cross-feeding that can kill a plant.
An STP treats sewage — domestic wastewater from homes, apartments, offices, and institutions. An ETP treats effluent — industrial wastewater from a factory or process. They are built around different pollutants, run on different chemistry, and feeding one the other's wastewater is how both get ruined.
Sewage is remarkably consistent wherever it comes from: organic matter measured as BOD, suspended solids, nutrients, and pathogens. Because the pollution is biodegradable, the heart of every STP is biology — a community of microorganisms that eats the waste, exactly as described in the secondary treatment guide.
Industrial effluent is the opposite: it is whatever the factory makes it. A textile unit discharges dyes and high COD; a plating shop discharges heavy metals; a dairy discharges fats and organic load; a pharmaceutical unit may discharge compounds that are toxic to the very biology an STP depends on. Because the pollution varies, the heart of an ETP is chemistry — neutralization, coagulation, precipitation — with biological treatment added only where the effluent is organic and biodegradable.

Send industrial effluent into an STP and the toxics, metals, or extreme pH can kill the biomass — and a dead aeration basin takes days to weeks to recover, exactly as the sludge age guides describe for washout. Send sewage into an ETP and you are paying chemical prices to remove pollution that bacteria would have eaten for free. The equalization tank at the front of every ETP exists precisely because industry does not discharge on a gentle diurnal curve the way a neighborhood does — it discharges when the batch ends.
Where many small industries cluster — an industrial estate, a textile park — a Common Effluent Treatment Plant (CETP) treats their combined discharge. Each member unit typically pre-treats to an inlet norm, and the CETP does the heavy lifting. It is an ETP at municipal scale, and its biggest operating challenge is the same one: no two days of influent are alike.
In India, discharge standards for both plant types flow from the Central Pollution Control Board (CPCB) and are enforced by the State Pollution Control Boards, with limits that depend on plant size, location, and where the treated water goes — surface discharge, land application, or reuse. Standards have tightened over the years and vary by state and by National Green Tribunal directions, so treat any specific number you find online with suspicion: verify the current consent conditions for your own plant with your State Board. STP is Sewage Treatment Plant; ETP is Effluent Treatment Plant. In practice "sewage" means domestic wastewater and "effluent" means industrial wastewater — although strictly, "effluent" also describes any treated water leaving any plant, which is why context matters.
An ETP with a biological stage can usually handle some sewage — the reverse is the dangerous direction. STPs accept industrial contributions only within strict pre-treatment limits, because one toxic slug can take the biology down.
